Drops in the Bucket

As the mercury hit over 100 degrees several weeks ago, there were no rain drops in sight. There were however, drops in the bucket.

On May 31, Presiding Judge Richard Fields dismissed murder charges against two defendants standing trial for the 2002 fatal shooting of Black teenager, Anthony Sweat and ordered them to be released from custody. Riverside County District Attorney's Office prosecutor, John Molloy asked for the dismissal after he had turned over new discovery to the men's defense attorneys.

This discovery allegedly pertained to DNA tests that were taken on evidence obtained from clothing discarded with a gun near the crime scene. According to their attorneys, the two defendants tested negative and Molloy presented this exculpatory evidence to the defense attorneys, before asking that the charges be dismissed. Molloy said that the charges may be refiled against the defendants later on or that the investigation may be headed in a different direction altogether.

The city met recently in closed session to receive legal advice from the City Attorney's office on its appeal of the reinstatement of former Det. Al Kennedy.

Kennedy was fired by Chief Russ Leach in 2001 after an internal investigation revealed that he had sexual relations with an alleged rape victim from a case under his investigation. Initially, a divisional captain recommended that he be served with a written reprimand for his misconduct. Former Deputy Chief Audrey Wilson then recommended that he receive a brief suspension, according to court documents.

Former Lt. Jay Theuer in a scathing memo, had blamed Kennedy's transgressions on staffing problems in the department's Sexual Assault and Child Abuse Division, according to court records.

Kennedy appealed his suspension in arbitration and it was overturned, although he was not awarded any back pay for the three years that had passed since his termination. That action left all involved parties scratching their heads and heading off to court. The city quickly appealed the arbitrator's finding in Riverside County Superior Court. The Court, as it usually does, upheld the arbitrator's decision, so the city appealed that ruling in the Court of Appeals last year.

The city council also voted in closed session to appeal the reinstatement of former officer Vince Thomas who was fired for allegedly molesting a teenaged girl who lived in his household. In its appeal, the city argued that the arbitrator had applied a standard of guilt used in criminal trials to an administrative proceeding.

The San Bernardino County District Attorney's office declined to continue its prosecution of Thomas after two trials resulted in hung juries.

Because in many cases, the courts back the arbitrator's decision, it is very likely that these cases will ultimately return back to the city council for final disposition, meaning that either the officers will be reinstated to the department or more likely, provided with financial incentives in the form of retirements to go away.

No ruling has been issued thus far in the city's appeal against the $1.64 million jury verdict awarded to Officer Roger Sutton in his racial discrimination, harassment and retaliation law suit.

Last year, a jury had determined that Sutton had been racially discriminated against when he was removed from the department's canine unit after his dog accidentally bit a former police officer. Jury members apparently accepted the argument that Sutton had received disparate treatment in the form of discipline than White officers in the unit had received when their dogs were involved in accidental bites. A half-dozen White canine officers, past and present, had testified at trial about losing control of their dogs and having them either run off or bite other individuals nearby. In their cases, the department treated them as "training issues" rather than as a disciplinary one.

One example cited by Sutton's attorneys was that involving then-Officer Tim Bacon whose dog was involved in an incident that led to the retirement of another officer and severe injuries to himself. Bacon did not receive any discipline for his incident according to trial testimony, has been promoted twice since and currently serves as a lieutenant.

An (as always) unidentified correspondent here had this to say in response, on an earlier thread about the Sutton case:

"In case you haven't heard Lt. Bacon is the departments biggest buffon and Roger Sutton is still one of the worst officers they have."

The jury also decided that Sutton had faced harassment and retaliation after he had sought an examination and redress of his grievances from the police department. The city quickly appealed the jury's decision by filing a motion for a new trial, which Judge Joan Burgess nipped in the bud last January. The city then filed a motion of appeal at the Court of Appeals where it awaits a decision. Although Sutton's case was filed at about the same time as the reverse race and gender discrimination claims filed by a group of White male sergeants, his case still remains unresolved over three years after the other case was settled by the city.

Before the case went to trial, an arbitrator had awarded Sutton $200,000, but the city quickly decided to appeal that. In retrospect, that award might have been a bargain in comparison to the money spent on the proceedings from that date forward.

The police department held a job fair at Bordwell Park in the Eastside this Saturday, June 17. Candidates interested in applying as officers, cadets, crossing guards or dispatchers were encouraged to attend. Hopefully, the fair will have proven to be a success especially if it is indeed true, as at least one unidentified correspondent stated, that there is an exodus of younger officers fleeing from the police department. However, representatives from the police department said that 150 candidates had shown up to take the written exam, with about 20% being women. Since all the department's sworn positions had been filled, those who are qualified to be hired will most likely be placed on an eligibility list.

I admire you and the work that you do for the Riverside community. You are quite courageous; it is not easy to go up against such hateful people. The work you do is very important, and I am so sorry that some people feel the need to denigrate it. I am very impressed that you maintain the maturity you do when dealing with the sexism and racism displayed by the commenters.

When the bastards get you down, remember that your efforts will be an important change for our community, promoting an egalitarian force and justice within the city. You can be quite proud of yourself. Thank you for all that you do.

Thank you for your comments.

You're right in that it is not easy to go against people with so much bitterness and hate in their hearts, much of which is probably directed at themselves. That appears to be the case here. You can not really be happy with yourself and behave as they have done so here. The two don't mesh.

Look at what kind of response your words provoked from an (as always) unidentified person. That response shows an incredible lack of maturity, judgment and impulse control. One can only hope that this person is not employed as a police officer, a profession where maturity, good judgment and impulse control are not only necessary but are among the qualities selected for when hiring employees. They are clearly lacking in this individual.

As far as retaliation, unfortunately, it apparently goes with the territory as I have found. You just have to learn to live with it. It's mostly reactionary behavior by a relatively small number of people who are upset with what you are trying to accomplish and who believe they are entitled to do as they please.

If you were the one having gastrointestinal issues earlier, then it appears they have been resolved. Too bad you have not resolved your issues of anger and bitterness that you feel towards your own self. Emotions you and others have chosen to use to lash out at me in order to chill my expression in various venues.

Why are you so fixated on whether or not I'm having any affect in this city? Why should it matter to you either way? What is your vested interest in things staying the way they are with the police department rather than moving forward?

Perhaps some people of your ilk enjoy your comments here but I gather most people would find them disgusting, juvenile and stupid. Saying nasty things to people who come here and disagree with you just reeks of desperation and insecurity on your part. It indicates that some progress is being made after all and the thought of that scares you very much.

If I didn't have to be afraid, I would almost pity you.

Thank you for your comments. I see you read the Los Angeles Times Op/Ed page yesterday.

There really is very little for you to worry about, because the RPD is still at least 70% White and over 90% male in terms of its sworn officers. Someone wrote a comment a while back where he stated that I would not rest until Black officers took over the police department. I was not sure how to tell him that it was not likely that this would ever happen, given that less than 10% of the department's officers are Black. He appeared at the time to be quite upset about the possibility that this could actually happen in the near future.

Some people see increases made in hiring and attracting men of color and women to be police officers as a positive sign of a department that better reflects the communities it serves. Others just see their established turf shrinking and feel apprehension instead.

As far as lowering academic standards for admission to UCLA, this has been done numerous times for the mostly White children of either alums and/or financial contributors to the university who are admitted despite unimpressive credentials. This type of affirmative action, of course does not attract nearly as much attention from critics like yourself.

Thank you for your comments. I assume you are quoting from the Op/Ed piece in question?

You ask a very interesting question which arises from an assumption you have made that other people here would be in total agreement with your assertion that the quotation you have provided is true.

Would most of the posters agree with this assertion? It appears that some of them clearly are in agreement with you already. I imagine the individual who posted about police officers laughing at a Black woman because she has watermelon seeds stuck in her teeth would agree with your assertion. Perhaps, the individual who did black face here would also agree with your assertion. Perhaps that would also include the individuals who stereotype African-Americans and Latinos as crack cocaine addicts and gangsters respectively. Perhaps that is what "Kevin, R.P.D." meant when he said the Eastside should be turned over to "animal control". Maybe that's also why the "blue wall" around Roger Sutton, a Black male officer who complained about racism in the department, doesn't appear to be nearly as strong and opaque as that which surrounds White male officers, based on what was posted on this site by unidentified individuals last year.

It is often belief systems like the one that has been expressed which are the driving force behind the above behavior. Not that all behaviors are as bad as the ones above or that there aren't behaviors that are worse.

Is this because as the number of members of other racial groups increase in this country, Whites become more fearful that they will be treated as a racial minority in the same fashion as they as a race have treated people of color for hundreds of years? There is this assumption that they are or well be treated in that fashion. Does this arise from some awareness for what they have done to others based on race?

As for "unpleasant truths" are they indeed the truth, or the truth as how you and perhaps other individuals here see it? Well, we've paid about $20 million and counting out of city funds so far fixing a police department in large part because of this same belief system which you believe is the truth.

A state of emergency can be declared in any American city with a predominantly African population. Detroit, Baltimore, Washington DC, Wilmington, Delaware……the list goes on and on. I have never been in a city (or neighborhood) with a majority African population that didn’t look like a war zone.
I suppose it’s due to white racism in some way. The only other explanation is politically incorrect

Thank you for your comments. I guess you or whoever namelessly posted that earlier comment have since discovered that others here had agreed with your assertion on race. As I had stated, that question had already been asked and answered through prior actions.

However, what you have just done is defend that behavior here by stating that the racial group that has been the target of that and any adverse treatment deserves to have been treated in that way. Whether it is through the use of black face, racist stereotyping, remarks and humor, it is not the responsibility of those who choose to act in this fashion, but those they denigrate.

Is that how officers in law enforcement in general and in the RPD in particular defend their actions and spoken words when they have engaged in that behavior?

It is also interesting that you bring up the term, "war zones" and Black communities, neighborhoods and towns. Let's look back in history a bit, why don't we.

How many predominantly Black neighborhoods in the South for example were turned into "war zones" by Whites attacking, bombing them or destroying them through domestic terrorist groups like the Ku Klux Klan? How many Black towns were turned into "war zones" or rubble by White lynch mobs? That and the phrase, separate does not mean equal in terms to access to facilities whether they be in education, transportation, housing or commerce are still manifested today.

Obviously, you have a few more places to include in your itinerary to visit so I'll leave you at that. Your first stop should be what's left of Rosewood, because chronology is very important when looking at modern day events.

What did you think of this portion of the editorial written by Hardy Brown that you cited? You seemed so willing to latch on to the statements about "illegal immigrants", but in comparison, had little to say about the above which is the larger picture, even though you included it in your comments.

First of all, why do you automatically assume that all "illegal immigrants" are Hispanic? Over 1/3 of them in this country are not. Never mind your apparent assumption that all or most Hispanics are "illegal immigrants" or even immigrants or even all originally from the same country.

That aside, I find your concern about your "Hispanic brothers and sisters" to be very moving, if somewhat surprising, However, didn't you also agree with this statement below, calling it an "unpleasant truth"? I apologize if I have you confused with another person but you are all traveling under the same name.

Obviously, the following questions also apply to you, as well as others here. So if you could all spare a minute or so from your current round of racist one-upmanship to answer them, I would really appreciate it.

Why on earth would any "good and decent" officer support or want people to use racist, homophobic and misogynist comments to defend him or her anywhere? What does that exactly say about the type of person you have appointed yourself to defend if you resort to such behavior?


More racist stereotypes. They seem to abound here. I wonder why that is.

Why are these stereotypes so important to you? Do you use them because you believe them to be true, or are you just acting out in an immature manner to receive attention and approval from your peer group because that is what is expected of you? Does being racist increase your chances of acceptance by this group?

If you were the individual who made the statement earlier about spending time in "our shoes", was this what you had in mind? Why would anybody want to spend time in your shoes when you behave like this?

Oh, and you should really work on putting your apostrophes in the proper places.

uh... this is a blog. this is entertainment. why should anyone care about spelling and punctuation?

So I gather then, that the use of racist jokes, racist comments, black face humor, sexual comments, misogynist comments and homophobic comments here is what constitutes entertainment for the individuals who frequent this site. I am not sure I would say that this revelation is really all that surprising at this point, but it is certainly very disappointing, especially if you are law enforcement officers. The profession deserves much better than that and you if that is the case.

For what purpose? So that she can “tell on” posters in an attempt to squash 1st amendment rights?

Another attempt to “narrow the field” of potential “suspects” so that employers can determine the identity of people posting on this site? Or maybe she can blame the military for producing people who “think like that.”

Thank God for the Second Amendment. There are many of us who have, and would, kill to preserve this, the most important Amendment to the Constitution.

When the time comes, good liberals, be prepared.

Thank you for your comments. It must have taken you quite some time to do your analysis. No, I do not spend every waking moment categorizing everything that is written here. I probably spend more time and energy hoping that you are not employed in law enforcement and are not employed by the RPD. The thought that any of you actually could be, is probably enough to afflict quite a few people with sleepless nights.

Wow, really? Categories? What would I call them? Anonymous 1, 2, 3, 4, 5...nth, that might work. Oh, maybe I could rank all the fictitious police officer names by television genre, by fictitious agency, or even place them in chronological order by decade in terms of when the television shows originally aired. Of course, "Serpico" would be left out because he was a real person, although probably the antithesis of the person who borrowed his name here. There could also be a catch-all category for miscellaneous monikers like "Alabama Black Snake", "Asti Spamanti", "Joe Citizen" and "Innocent Bystander" to fit in. Tell who? The only people who apparently reported this site to their employers were employees of the Riverside Police Department, according to Chief Leach. Apparently they did so because they did not like the comments that were posted here. It must have been difficult to be turned in by members of their peer group, if any RPD employees were involved. In fact, it must have stung fiercely. You are supposed to be protected by your own, not betrayed by them. If anyone put a crimp in your First Amendment right, it was them if they are indeed your co-workers.

Another attempt to “narrow the field” of potential “suspects” so that employers can determine the identity of people posting on this site? Or maybe she can blame the military for producing people who “think like that.”

Some times a question is just a question. I was curious about "Starsky"'s reference to "war zones". But maybe I should have asked you that question, given your response to it. You obviously come from a military background and you seem to be concerned that if it were known whether "Starsky" shared that background, it would lead to his identification. Why is that? How could it be used in any way to identify you? Even within the RPD, there are lots of officers employed with military backgrounds and you aren't necessarily from the RPD. Well, I mean "you" in general. I'm not so sure about you, in particular.

Hmm, about these alleged "employers". How do you know these "employers" would even care that you were here whomever they may be? If I recall correctly, one of you stated in a comment that your "bosses and their bosses' bosses" thought that the comments on this site(run by "that crazy lady") were hilarious and good for a laugh. Does this sound like employers who would really try to "squash" anyone's First Amendment right for posting such obviously hilarious comments? If I also recall correctly, the individual who posted that comment did not seem at all concerned about what their "bosses and their bosses' bosses" thought and continued to post anyway, which means that his or her First Amendment rights were not "squashed" in the least.

What do you mean about the military producing "people who think like that", could you elaborate? Has anyone accused you personally of thinking "like that"?

Thank God for the Second Amendment. There are many of us who have, and would, kill to preserve this, the most important Amendment to the Constitution.

O-kay, now I really hope you are not working in a job where you carry a gun. The only question left to ask is, when this "time" comes and you get to indulge your fantasy of terminating your list of liberals in a violent fashion simply because they disagree with you, will it be done with city-owned property, or your personal property?

I'm sure his or her crowd probably enjoyed it whomever they might be but I'm sure they are in the minority. Most people would probably find what he or she wrote repulsive.

Advocating violence because people disagree with your philosophy doesn't seem to be a quality one would hope to see in a law enforcement officer. Since he or she apparently suffers from this problem, one would hope that he or she would have been screened out during the hiring process if he or she applied for a job in law enforcement.

Just for the record, by the way, my name isn't Willy. It's Lance. And I'm (a) a straight white male; (b) a former (retired) member of a major police service. I believe in the rule of law, not its abuse. I believe in individual freedoms within the rule of law. I believe in the right of the public to scrutinize and question the actions of the police who, after all, are sworn to serve and protect the people who appoint them. I think the word "serve" is important here. A few members, it seems, prefer the word "dominate", and believe that anyone who isn't a police officer is worthless. It's my belief that when a police officer thinks everyone out there is a potential creep, it's time for him to turn in his badge and start living in the real world again. Police who live in the isolationist world are extremely foolish - without the support of the majority of the community, they will be ineffective. To win the support of the community, however, they must prove themselves to be a caring part of that community, and not an aloof bunch of swaggering macho types who would be better off grasping each other on the football field.

I guess no one is going to be sharing his or her credentials, even while they demand that of others. I don't think they are here to provide intelligent, reasoned arguments like most mature people do if they even have the qualifications they demand in others to do so. They are just here, whomever they are, to harass and chill my free expression while at the same time howling that I am trying to "squash" their First Amendment rights. No one has done that to them.

Posting graphic sexual fantasies with myself and others included in them is just another tool they use to do that. It's as misogynist to force a woman into that unwanted role, as it is to assign a man who posts here feminine qualities and then use those in an attempt to degrade and humiliate him, to make him less of a man because they see women as less than men.

I don't know who they are, and what they do for a living(if it's anything at all) but I do know that on some level, they despise, fear, hate and resent women, especially those that don't know their "proper" place. They probably feel tremendously inadequate as men around these women.

Last month, a woman came to city council to talk about an experience she had with the RPD in late May. Her friend, an attractive woman, was arrested and left curled up in the street with her pants hanging down at her knees, exposing her underwear. Then the police led her off like that in handcuffs with her underwear showing in front of a crowd including other police officers while she begged them to let her pull up her pants. Her boyfriend later said that an officer had talked to him about his "hot" girlfriend and then allegedly made an inappropriate sexual comment about something he wished to do with that woman later that night. Only the same audio recorders that individuals here have derided can tell for sure what that officer said, if anything and that is only if it was on at the time. Photographs taken did show the woman with her pants down, just as described, as well as quite a few officers standing around and watching. What were they thinking at the time?

The woman who spoke alleged that when she said what they did was not right, she was arrested for "public intoxication" even though they did not give her the breathalyzer test she asked for, telling her instead not to worry because that charge would likely be dropped, which it was in exchange for a "resisting arrest" charge.

This is yet another reason why it is disturbing to read the comments that have been written here the last few months and wonder if they are indeed made by police officers.

You are joking, aren't you? At the very least, I can see that I have upset you. On a holiday weekend too.

I would think Ann Coulter has her own problems to address right now to worry about without running to your rescue and ripping me to shreds. What's ironic is how some conservatives are treating yesterday's darling just like they usually treat liberals. They are telling her that if she does not like this country, she should leave it. Most smart people including conservatives saw her for the loose cannon she was years ago. It's not the ideologies which are wrong(as both have their strengths and weaknesses) as much as how people espouse them and her decision to insult the widows of 9-11 was in very poor taste. I consider the source of every comment I hear, good or bad, and make an evaluation based on both the comment and its source. If these insults are being said, then the people who are saying them are not what I would call good, emotionally mature individuals especially if they associate, let alone gossip, with the likes of you. If you meant to shock and insult me, you have not. You are right. I have heard of many insults directed in my direction, just not from the two groups you have mentioned.

I have spoken with several elected officials who have informed me that if any of you are determined to be city employees working in any division, your employment will be terminated. Both of them apologized for you and your buddies, because the lot of you are too cowardly to do so for yourself. Also, they are not the individuals you are probably thinking of right now. Their identities surprised me too.

I am basing the fact that you are a nut case on opinions that I have heard in this city from regular citizens to public officials. They say you are a nut, crazy, idiot, lame, paranoid, scank, filthy, nasty, dirty, smelly, ugly, pathetic, wannabe, unattractive, boring, unsociable, wanting, whiny, misfit, attentionwhore, outcast, undesirable, psycho, schiz loner, tramp and that you have no life of your own, shall I go on ?

I dare say you are the one who has called me most of these nasty names. If any of these "public officials" or "regular citizens" are of your ilk and agree(or even know) with what you and your buddies have written here, then I don't care what they call me unless it is threatening or makes me feel unsafe. In fact, I would take it as a sign that I am indeed making a difference and doing something right here. Of course the biggest proof of that fact, is your continued presence here not to mention your vitriol. As difficult and as frightening as the past few months have been to endure, I do have an understanding that this abusive treatment has occurred because people do not like what you are doing and they want you to stop it.

Still, I believe that this will be a good entry to read at the city council meeting. I will just have to check with the city attorney to ensure that I do not violate any FCC obscenity provisions since the meeting is broadcast on cable television. "Starsky" has already asked when the next meeting will be so I'll find out and get back to you here. If there is no meeting this week, I'll just forward this comment to the public officials in written form. It's only fair to let them know what insults to which they have been assigned to as authors.

I am sure that you have heard these comments and many more nasty remarks, directed at you from people on a daily basis, but I am sure you take those comments as a compliment because it is you that is narcisstic.

Oh, I've been called much worse than any of these slurs, from what I have heard. I've been badmouthed from the Shell Station on Third, the 7-11 on Magnolia and Jurupa, to Southwestern School of Law in Los Angeles. I have refuted rumors involving everything from being responsible for all the crime in Riverside, to being a product of child abuse, all rumors started by RPD officers during the past five years. They do it because they fear and abhor change, and they can not attack their management so they attack me. I have been extremely patient with them because I believe that improving the police department's patterns and practices is more important than allowing a relatively small number of malcontents to run rampant in it and undo the very expensive, laborious work that many individuals have put into it since 2001.

Interestingly enough, none of these individuals were either "public officials" or "regular citizens". I guess they were "other", well I like other city residents do pay their salaries through sales tax dollars.

Of course, the vast majority of RPD officers do not conduct themselves in this matter because they believe in the changes the department has undergone during the past five years.


Oh, just so you know for future reference, there is no such word as "narcisstic".

Thank you for the information. It doesn't seem like a very smart thing to do, but since intelligence isn't exactly your fortitude, but predictability is, I do believe you will do this.

Sorry, I am not going to succumb to yet another threat or other tactic meant to intimidate me. If I did, you would just do this to the next person on your list to harass and intimidate into silence and I will not be a part of that. I told the city of Riverside and the Riverside Police Department that I will not set the standard for encouraging the continuation of these tactics against those who criticize their practices.

No witchhunts, but the appropriate parties have been notified about this particular posting. Whether they care or do not care, is not what is important. They have been given notice. That is all that is required from me.

Speaking of the Black Voice News, our office's locks were damaged several weeks ago by an unknown party(s). Your "spies" wouldn't happen to know anything about that, now would they?

No. There's another name for it, a legal term, but it's relatively new, given that the technology it involves is relatively new. You obviously haven't heard of it. In time, I think you will know it pretty well. Actually, I believe you will know it very well.

Mary is yet another eastside parasite, living off of the system, contributing nothing and sucking the taxpayer dry, dollar by dollar.

Here we go again, let's deride the Eastside again. Haven't you and your ilk insulted and stereotyped the residents there enough? I hope the Eastside residents are at least spared having you work in their neighborhood. They deserve much better than that. Fortunately, there are police officers who are much better than that.

Thank you for your comments. I can see by your response that you understand what I have just stated to you.

Your information and that provided by your buddy, "(not so)Innocent Bystander" has been most helpful.

You do not speak for any RPD officers.

I never claimed to be speaking for any RPD officers. If any have designated the likes of you to be their spokesperson, then this agency has not come as far along as has been hoped in the past seven years. However, I do not believe the majority of officers even know who you are, let alone would allow you to speak for them.

One does not have to *speak* for them to understand that this true. Consequently, it is most likely that you are operating under the delusion that you are their designated spokesperson, using whatever tactic you deem necessary to "protect" your charges, even if it is unsolicited and unwanted.

Still to make sure of that, I will be contacting Chief Leach, Lt. Darryl Hurt(of the department's management association) and Ken Tutwiler(president of the RPOA) and asking them which if any of their officers have designated a racist, misogynist, homophobe like yourself to be their designated spokesman. I think we both know what the answer will be to that question.

Perhaps that is true. Most likely not. Stalkers like yourself are most likely to target individuals they know, but sometimes they do target strangers as well. They are most likely to be male, their victims female. The two main motives for stalking are being rejected on a personal level and stalking out of revenge or for retaliatory reasons. I think it's clear what your motive is, and that of your friends here. I do believe I will learn who you are some day and I expect you will look just as pathetic as you write.

When I speak with the expert on cyberstalking today, I will have more information and perhaps a better understanding of your past and present behavior here.

However, I don't think it was actually members of either of these groups that you asked. I think it's more likely members of the group that you have excluded from your statement, which you did for a specific reason yet to be determined.

Let's talk about you a bit.

You really think that what you and your buddies have done just constitutes "criticism"? I think it's retaliation, pure and simple. If you are the same crowd that showed up last autumn, you are much more hostile and resentful than you were back then. The only thing that happened in the meantime was an internal investigation by the RPD. An investigation that it, not I, did on its own volition, after members of that agency complained about the comments posted on this site.

You appear to be the one with the biggest ax to grind here and your ax seems to have developed fairly recently. It's clear that you act like a hard core racist to boot and are proud of it. It seems logical that the RPD would have screened out someone with as many behavioral problems as you have exhibited, but I'm sure some individuals do still slip between the cracks in the hiring practice. If you are employed by that agency, you were obviously one of these individuals. If not, then the communities can breathe a sigh of relief that you are not there to interface with them in that capacity.

You have not given much indication either way. There are two possible reasons for this.

I thought you watched these meetings regularly but upon further research, I realized that the individuals here appear only to watch the city council meetings that Chief Leach attends.

Recruitment incentives, check.

But those are simply side issues, to the main one. That issue being that you are clearly very upset about something. If you were one of the individuals who posted last autumn, I do not remember this degree of vitriol being expressed back then, but it is definitely here now. What has changed since then?

Like I have stated, I hope that you are not in law enforcement. You will not say either way, which either means that you aren't, which would be a blessing indeed, or you've learned not to.

Let's see, more sexual comments and watermelon jokes. Maybe you're just some horribly misguided individual who got lost on the way to a porn site and found this place instead. You could just as easily spam a cooking blog with gratuitous sexual comments and racist comments as you could come here and do like. Yes, you are offensive and would be and probably are to most people around you, in the way that a man who engages in street harassment is offensive or someone who uses racist slurs is offensive. There's no difference between what street harassers do and what you're doing here and it's all about getting attention from women that you can not get any other way.

I wonder if you are even out of high school because you certainly don't act like it. Most men who engage in this sexist behavior when they are younger outgrow it and move on to become mature productive adults. If you are an adult, then your development has obviously been stunted in some way. Seek professional help.
